The elevator submittal and drawing approval process

From issued to approved for record.

Submittal control is how design intent becomes buildable instruction. The objective is not merely to collect a stamp. It is to produce one coordinated, commercially reconciled revision that the buyer and shop can trust.

What an elevator cab submittal package contains

The contract documents govern the package. A useful cab submittal normally gives a reviewer enough information to identify the job, understand every visible surface and interface, and return precise comments without hunting through unrelated files.

What each element of a cab submittal package is there to control.
Package elementControl purpose
Transmittal and drawing indexNames the project, cars, revision, issue purpose, sheets, recipients, and requested response date.
Plans, elevations, sections, detailsDefines geometry, panel layout, reveals, ceiling, flooring interface, handrails, base, and constructable relationships.
Dimensions and field conditionsSeparates verified measurements from design dimensions and flags unresolved conditions.
Finish and product informationIdentifies materials, finish direction, samples, lighting, hardware, and selections requiring owner confirmation.
Interfaces and notesCoordinates fixtures, entrances, ventilation, power, shell conditions, tolerances, and work by others.

The issue-to-approval loop

  1. 1

    Issue

The manufacturer sends a numbered revision with a transmittal, purpose, recipient list, and required return date. The submittal log records exactly what left.

  2. 2

    Review

The GC routes the package to the architect, consultant, owner, and other required parties. Reviewers compare design intent, specification, coordination, selections, and interfaces.

  3. 3

    Comment

Each note identifies a sheet, detail, conflict, or requested change. The project team distinguishes correction from new scope instead of treating every markup alike.

  4. 4

    Resubmit

Engineering answers every comment, revises affected views, clouds changes where required, advances the revision, and includes a response record. Unanswered notes remain open.

  5. 5

    Approve for record

The authorized status is documented on one governing revision. That revision is locked as Final for Record and becomes the source for purchasing and fabrication.

Who reviews elevator shop drawings?

General contractor

Controls routing, schedule, coordination, and contractual communication. The GC often consolidates comments but should not erase who made each decision.

Architect

Reviews design intent, visible alignment, finishes, and coordination with the architectural set. Review does not transfer fabrication responsibility.

Elevator consultant

Reviews technical requirements, specification compliance, cab weight or equipment interfaces, and alignment with elevator scope.

Owner or representative

Confirms selections and operational expectations. A preference introduced here may be a scope change, not a correction.

Why approval dates slide

A review duration is not the whole cycle. Packages wait before routing. Reviewers respond at different times. Finish samples remain undecided. Field dimensions conflict with bid documents. Comments arrive without authority or contradict another reviewer. Then a resubmittal answers most—but not all—of the notes.

Run a comment matrix. Give every note an owner, disposition, drawing location, commercial effect, and closure state. Set the next issue date only after required inputs are available. An artificial date attached to unresolved design decisions is not a recovery plan.

Final for Record protects the fabrication date

Fabricating from an unapproved revision is expensive because physical work outruns the decision record. Material may be cut, finished, or delivered before a reviewer resolves a note. Rework then consumes material, station hours, freight, and schedule capacity.

A locked Final for Record revision preserves the approved content and date that released downstream work. Purchasing references it. Travelers and shop packets reference it. Installers receive it. Superseded revisions remain visible but cannot masquerade as current.

Late scope change means commercial review

If a post-quote comment changes material, finish, geometry, quantity, labour, access, freight, or timing, compare it with the priced baseline. Document the cost and schedule delta as a change order. Obtain the required approval before changed work proceeds. The cab estimating guide explains that reconciliation; the twelve-stage guide shows where it sits in the full job.

Frequently asked questions

What is included in an elevator cab submittal package?

A useful package normally includes a transmittal, drawing index, project and car identification, plans and elevations, dimensions, materials and finishes, fixture and interface locations, relevant details, revision identification, and any product data or samples required by the specification. The exact package follows the contract documents and the reviewing authority's requirements.

Who reviews elevator cab shop drawings?

The review chain commonly includes the general contractor, architect, elevator consultant, and owner or owner's representative. The elevator contractor and cab manufacturer also perform internal technical checks. Each reviewer has a different concern: coordination, design intent, specification compliance, owner selections, constructability, and interfaces with the elevator equipment.

Does approved as noted mean the same as approved for fabrication?

Not automatically. Approval stamps and their legal meaning vary by project. Approved as noted may permit progress only if every note is incorporated, while revise and resubmit normally requires another issue. The project team must follow the contract's defined statuses and obtain an unambiguous production release before purchasing or fabrication.

Why do elevator submittal approval dates slide?

Dates slide when required finish selections are missing, field dimensions are unresolved, reviewers comment sequentially, comments conflict, interfaces remain open, or a resubmittal fails to answer every prior note. The review duration is only one part of the cycle. Time spent preparing, routing, clarifying, and reissuing often causes the larger delay.

What does Final for Record mean for a shop drawing?

Final for Record is the controlled drawing revision designated as complete, approved, and governing for downstream work. Locking it preserves the exact content and approval date used for purchasing and fabrication. Any later scope change should create a new controlled revision and commercial review rather than silently replacing the released record.

When does a drawing revision require a change order?

A revision requires commercial review when it changes material, quantity, finish, geometry, labour, freight, site work, schedule, or another priced assumption after the original estimate or contract. If the change affects price or time, document it as a change order and obtain the required approval before committing the changed work.
